After the re-enactment of the Domestic Mountaineering Management Measures was promulgated and implemented, the “National Mountaineering Management Measures†issued by the former State Sports Commission on July 8, 1997 was repealed at the same time.
It is understood that the new management measures have made new adjustments to the requirements for mountaineering teams, the declaration and approval of mountain climbing activities, and the regulations that domestic mountaineering teams should follow.
In this new management approach, the State Sports General Administration is the competent department for mountaineering activities throughout the country. The National Sports Administration Mountaineering Management Center is responsible for implementing specific management of mountaineering activities throughout the country. Sports administrative departments at all levels manage mountaineering activities in their administrative areas. To climb mountainous activities above 5,000 meters above sea level in the Tibet Autonomous Region and 3,500 meters above sea level in other provinces and autonomous regions, we must abide by domestic mountaineering management practices.
At the same time, mountaineering activities must be organized and planned. The mountaineering team must have two or more persons to form a mountaineering team, and the unit with the independent legal person's qualification of the mountaineering team represents the mountaineering team to handle the relevant procedures for mountaineering activities. The climbing team must be equipped with corresponding mountaineering instructors, and the mountaineering instructor must have the qualification certificate approved by the State Sports General Administration. The student group’s mountaineering activity report needs to provide the official approval document of the school, and the school can appoint delegates to accompany the team.
According to the person in charge of the national mountaineering team, the mountaineering management center has the right to stop the mountaineering activities conducted by the team unit that violates the regulations and does not comply with the Domestic Mountaineering Management Measures; Civil liability shall be assumed according to law; if it constitutes a crime, criminal responsibility shall be investigated. If the management department does not carefully review the issuance of the "Mountaine of Mountaineering Activities," the Mountaineering Management Center shall revoke its two-year qualification to issue a "Mountament of Mountaineering Activities." Unauthorized peaks are climbed and unauthorized routes are taken. The result is determined according to the rules of the location of the mountain peak. If an unregistered mountaineering organization arbitrarily forms a team or fails to obtain a mountaineering coach qualification certificate to lead the team to the mountain without permission, the score will not be recognized.
